The 24-hour address registration is the trap — it feels like a tourist formality, it is skipped constantly, and it resurfaces at the residence renewal as a gap in your record. Register on day one, every time you re-enter the country, not just on the first arrival.

CKB, NLB and Erste open accounts for permit holders on the residence card and address proof, and Montenegro uses the euro without being in the eurozone, which removes currency friction but not the compliance questions. The state fund covers residents who contribute through employment or pay in directly, with a chosen primary doctor as the entry point.
